This packet is designed to introduce you to the "South Dakota News Telephone Reader," which provides access to the newspaper and several other publications for people who are unable to read print.
Included in this information packet you will find:
1. Detailed operating instructions for the South Dakota News telephone reader with Demo Codes. You will have approximately six (6) minutes per call to try out the telephone reader system in the Demo mode. Anyone who is eligible for the service should complete an application form to receive his or her own User I.D. and Security code. Anyone interested in applying for this service and receiving a User I.D., should contact Jeff Kisecker at the Division of Service to the Blind and Visually Impaired at 1-800-265-9684 for an application, or download an application at http://dhs.sd.gov/sbvi/sdntr.htm.
2. List of sponsoring and collaborating agencies.

Demo User Information
The following tips will assist you in getting started with the telephone reader. More detailed operating instruction may be found in the following pages.
- Dial 721-1129 to reach the South Dakota News Telephone Reader. **Note there will be long distance charges when calling from outside the Rapid City local calling area**.
- At any time during the opening message, enter the Demo User Number, which is: 5555.
- Next you will hear the main menu. Select the publication you want to listen to: Press 1 for the Rapid City journal, 8 for selected newsletters and publications and 9 for the USA Today.
Next you will be presented with a list of categories to choose from. Select the one you want and the system will automatically start playing articles for you.
South Dakota News Telephone Reader Sponsoring Agencies
The SD News Telephone Reader is the result of the cooperation and assistance of the following agencies and organizations:
The South Dakota Division of Service to the Blind and Visually Impaired;
DakotaLink, the Assistive Technology Project;
The Rapid City journal;
The SD Braille and Talking Book Library;
The National Federation of the Blind of South Dakota; and
Black Hills Corporation in Rapid City. The Black Hills Corporation has agreed to house the system and is providing volunteer time to upload the Rapid City Journal into the system.
Welcome to the South Dakota News Telephone Reader!
This letter contains complete instructions for using the system. In addition, there is a separate sheet containing your personal Telephone Reader ID number, and the security code that you will need to access the system. Please do not give your ID number and security number to another person. To avoid problems with copyright liability, we must be able to certify that all SD News Telephone Reader users are unable to read print because of a disability. We would like all eligible users to have their own registrations for statistical tracking purposes. Yes, even if there is more than one person with a disability in the same house, each person should have his or her own access code.
The South Dakota News Telephone Reader is available 24-hours a day, seven days a week.
You must have a touch-tone telephone to use the system. A speakerphone is recommended for listening to Telephone Reader, but it is not required to access the system.
We hope you will find this new service to be useful and enjoyable. Synthetic speech will be used to read most of the publications on the system. If you are new to synthetic or computer speech, it may take you a little practice to become comfortable with it. After a few short sessions, you will probably find yourself increasing the reading speed. As that old saying goes, "practice, practice, practice."

Instructions for using the system will also be available when you dial Telephone Reader on your telephone.
- Dial Telephone Reader at 721-1129 or outside the Rapid City local calling area, toll free at 1-866-721-2200.
- When asked, enter your ID number.
- When asked, enter your security number.
- Telephone Reader will give you the date and ask you to make a selection:
- Press 1 for the Rapid City Journal.
- Press 8 for Selected Newsletters and Publications.
- Press 9 for the USA today.
You will then be instructed to enter the two digit category number you wish to listen to. If you know the number of the category, you can make your choice at any time. Your choice will interrupt any ongoing speech. A list of categories is enclosed with this information packet.
Once you have entered a category, the following commands are available to you:
- Press 1 to go back to the beginning of the story you are currently reading. By pressing one repeatedly, you can go back to the previous story in the category you are currently in.
- Press 2 to immediately skip to the next article in the category you are listening to.
- Press 3 to go backward 1 sentence in the article you are currently reading.
- Press 4 to skip forward 1 sentence in the article you are currently reading.
- Press 5 to read the playback options that are available to you.
- Press 6 to skip to the last article in the current category.
- Press 7 to rotate through the four different reading speeds. There are three faster and one slower speed to select from.
- Press 8 to Toggle the loudness of the reading up and down.
- Press 9 to pause in the middle of a story. You may pause up to 3 minutes.
- Press any key to return to the article you were reading.
- Press 0 to exit the category.
- Press star to exit the publication.
- Press pound to hang up or exit the system.
EXTENDED FUNCTIONS
There are extended functions for publications using synthesized speech. The extended functions work best when all numbers are pressed firmly and slowly.
- Press 9 to put the system in pause. After that you can start any of the following functions:
- Press 1 to go back one word with a word count.
- Press 2 to say the current word.
- Press 3 to move forward one word with word count.
- Press 4 to say the previous word.
- Press 5 to spell the current word.
- Press 6 to say the next word.
- Press 7 to change the voice to one of eight additional DEC TALK voices.
- Press 8 to return to the article.
- Press 9 to pause the system.
- Press 0 to exit the category.
- Press star to exit the publication.
- Press pound to exit Telephone Reader.
